Keith Vaz (Lab, Leicester East) introduced a ten-minute rule
motion on the Video Games Bill in the Commons.  The Bill aims to
amend the Video Recordings Act of 984, by extending certain
provisions of the Act to video games and aims to make provision
about the labelling of video games.

Significant changes to law and how care is provided to people
lacking mental capacity are set out in a draft Code of Practice
published for public consultation today.  The Mental Capacity Act
2005 provides for the first time a legal framework and clear
safeguards for acting and making decisions on behalf of people who
are unable to do so for themselves, and for those wishing to make
provision in the event they lack capacity themselves in the
future. The provisions are due to come into effect around April
2007

A mental health trust was not obliged to fund a placement for
trial leave which a patient's registered medical officer had
decided under s 17 of the Mental Health Act 1983 was clinically
appropriate. The opinion of a registered medical officer on a
matter of clinical judgment was not binding on the Secretary of
State for Health (or his delegate) performing functions under s 3
of the National Health Service Act 1977.
