The theme of ‘strong leadership’ is the thread which runs through
the White Paper; Strong and Prosperous Communities, issued by the
Secretary of State for Communities and Local Government. ‘Strong
leadership’ is referred to in the Prime Minister’s foreword, in
the context of local authorities’ leadership role and democratic
accountability and it is also highlighted in Ruth Kelly’s preface
in the context of community leadership and service delivery. This
theme is reflected throughout the White Paper, in the context of
local government as a strategic leader and place shaper, driving
forward sustainable economic development and driving up
performance.
