Where a child who was an EU citizen was brought to the UK from
another EU state by her parents, who themselves lacked EU status,
two pre-conditions applicable to adult EU citizens seeking to
exercise their right of free movement applied equally: the child
and her parents thus each had to demonstrate possession of
medical insurance as well as sufficient resources to avoid
becoming a burden on the social assistance system of the host
state.
